Fallout 3's content was in the wasteland, coming from side events and interesting locations. Tenpenny tower has only a few short quests, but one is to carry out a cartoony badguy quest (which has its charm), and the ghoul Haitian revolution arc, the latter more interesting than the former, but they're both interesting in that they change that area for the rest of the game.

They're coming from the mindset of an FPS player. 3 and NV are primarily role-playing games, you're playing as a character and you can't display more skills than your character has. Being able to shoot and move without using action points is an additional feature, they're upgrades to what the previous games had. Trying to appease the idiot FPS crowd is why we have Fallout of Duty 4: No Role-playing Edition.
