A few years ago there was a lot of kerfuffles over bad behavior at SFF conventions. A wave of codes of conduct were instituted, but the kerfuffles persisted. Why? Operators of instances should really think hard about what those standards & procedures should be. It's even more important than the instance's codes of conduct, at least for instances of any size.

In the linked instance, taking Eugen's post at face value, I'm betting there isn't a standard for the moderators to determine if an account is an impersonation or not. That's a hard thing to do for most people.As poor as Twitter was at it sometimes, they had S&P docs for their paid moderation team. They had training.

In a federated world, particularly one with instances being run by well-intentioned volunteers, it's going to be *hard* to moderate well. Bad actors figured out ways to game Twitter's processes. They are going to have a field day with volunteer run spaces.

I moderated a neighborhood group on Facebook for a year. One with no procedures. Even with well-intentioned mods, it was a nightmare. Posts about the "china virus" were let through but the replies were modded because the replyers were angrier. There's a lot of implicit bias in the world, and a lot of people's assumptions interfere with good moderation.

I don't know how to do this. I highly recommend instance admins pro-actively look to people who have been doing this well, both as a business (e.g., games, Twitter) as well as volunteer (e.g., Discords, Ao3, fan conventions).Or you are going to end up with bad publicity like Eugen. Let his mistakes inform you.
