How do algorithms decide what content you see online? Is there really no way to prevent the misuse of social media to spread disinformation and hate?Online platforms must be transparent and accountable for what their algorithms decide to promote. It's time we make this happen.Starting today, we're setting up a European Centre for Algorithmic Transparency in Sevilla, Spain. This is one of the many measures in our new #DigitalServicesAct.More info: https://algorithmic-transparency.ec.europa.eu/index_en#DigitalEU

@EU_Commission This is great news! Also you're posting this and I am reading this on a social network that doesn't have an algorithm, a corporate/centralised structure or advertisers to satisfy. So part of me is saying hmmm gee maybe there's some solutions to all this mess?

@EU_Commission I really don't like the wording "Algorithms". Its wrong and missleading. In most cases, its not an "algorithm" but a bunch of statistical weights / weighting functions or trigger levels which are either created by man by hand or generated by automated processes... but no matter how far you automate it, at some point humans define the optimization targets (e.g. maximize clicks on advertisement).there are no "mighty and evil" algorithms.

@EU_Commission good to see this finally! We should enforce the opening of algorithms that are relevant for promoting or suppressing content in social media.Meanwhile avoid closed source plattforms (like Twitter, Facebook, etc.) and move to open source (e.g. Mastodon) - anyway the best thing to do...

@EU_Commission how about:“Online platforms must be transparent and accountable for what they decide they’re going to promote through their algorithms. It's time we make this happen.”It’s not the algorithms that decide: it’s the people who write them. Maybe one day we’ll have true AI sentience and the algorithms will make the decisions, but we have not yet reached that point…

And disinformation and hate spread fairly freely long before social media. If you really want to make a difference, support teaching people Critical Thinking and Media Literacy skills.

@EU_Commission would be great to have an algorithm declaration on every platform, rather like the cookie declaration, that gives a summary of how algorithms are used there - in layperson’s terms. and make it subject to legislation like GDPR.if it’s too complicated or the owner of the platform can’t provide a simple, comprehensible summary because they don’t understand it themselves, it shouldn’t be operating (not talking technical details here, just content level).

@EU_Commission By definition, it is not possible to stop an algorithm from being abused. Algorithms react to data without any concept of context. They can, have, and will, always be manipulated by anyone who has something to gain from specific results because they are mindless tools. You require true intelligence to step outside the box and go "Hey wait a sec..."

@EU_Commission I don’t like an #Algorithm deciding for me what I will see online. 🤔 I think it’s also not good to see only exactly what you like. It narrows your #Mind Puts you finally inside an #ArtificialBubble not representing the world around us. And killing all kind of discussions. Luckily it seems that #Mastodon doesn’t have such an algorithm “yet”.

@EU_Commission Randy Farmer co-wrote a great book (in 2010, long before this wave of social media) that addresses this directly. Short answer: trolls and bad actors will (almost) always find a way to work around algorithms. (Especially if we open source or publish our algos.) They are as smart as we are, and more motivated. So some human moderation seems necessary.https://www.amazon.com/Building-Reputation-Systems-Randy-Farmer/dp/059615979X

@EU_Commission It's a good example of the efforts the EU makes to be at the forefront of regulation of new technologies. I wonder whether there is a more philosophical point, which is that rules based institutions are inherently more likely to appreciate the freedoms that derive from a rules based system?

@EU_Commission ppl should be able to choose what algorithms affect their feed with full transparency of what those effects are and how they impact their experience.most importantly, ppl should be able to opt out of ANY kind of algorithmic manipulation of their feed, relying instead on their own filters and block lists.
