       @h4890 Not quite private property, since the Community Forests User Groups cannot do anything they like with the area entrusted to them, but are expected to participate in reforestation and forest management.So, more the success of decentralization, local knowledge and civic participation.

       @lalonsander Ah, maybe I mixed it up. I know there was a similar project where the village was given property rights and full control of an area with enormously beneficial effects over government ownership. This was to solve the problem of poaching. The village earned money on tourism looking at the animals and they quickly removed all poachers which the government had not been able to do. Now I have to dig through my archives to see where that was.
