Work laptop says Docker can't be started because another process is accessing its vhdl image. What process? Why? I decided to restart and now it's just sitting there with the restart animation

The restart didn't help. I'm clearing Docker data, but it doesn't look like it's doing anything. The process sitting in the top spots in task manager is the fucking antivirus :baa:
