@fsfe While I agree with this, it may force countries to spend LESS and slow adoption.Imagine: 1 country pays for a project. It is done, beautiful, released as open code. Country 2, then, without paying a cent, uses that code to build the same solution.Govts would shove each other just to "not be the first", since that would mean getting billed.

@m4iler @fsfe i can see a counterargument to this perspective being that a) countries need different solutions for their use cases, so directly using open projects without significant modification is unlikely b) tax funded open projects encourage the interoperation between governments to collaborate on these projects, benefitting most governments without significant burden on a few. maybe that's just idealistic though
