@Terry I buy it, this seems right up the alley of bureaucratic incompetence. Something similar used to happen in the GWOT, america used to demand that it get ammo for the AFGA but it wasn’t supposed to be chinese in origin (IIRC). So, the guys who would win the bid by preteding they could get real soviet/serbian/yugo ammunition at a magic 40% discount from the other guys would just…..buy chinese stuff, take it out of the packaging, and put it in plain boxes and deliver it anyway. Who knows how long it took for anyone to actually look up the headstamp and figure out it was all NORINCO after all, but by then all they could do is end the contract with that dude and start the process over again….by once again getting the lowest bid. With blood donation in most 1st world countries the way it is now, (from what I hear people have REALLY lost interest in doing it from 2020 onwards, all the old civic duty frequents disappeared) the only way you’re gonna get THAT much blood commercially is by going to some shithole where people won’t make a big deal out of a drive offering $2 a pint and sending it over. Maybe some parts of asia, but their governments will notice and likely jam you up, wasting time…..so really any shithole could be the one. Anywhere you can set up a lemonade stand to fill up a semi and load it onto the fridge truck would work. And I’m srue the dumb ukes thought “well we don’t NEED to test it, right? It’s NATO, it’s got their seal of quality!! They had to have already done it for us, after all, it’s not like they didn’t proof test the artillery pieces they send us!!!”
