I guess it depends on what you're comfortable with, honestly.I have been generating my own maps from a local DB populated with imposm, using geofabrik extracts, then using QGIS for the cartography. So for me, it's just turning off the labels!More realistically, you could find a vector tile layer provider of OSM data (Esri has a decent one) and make your own style JSON that simply excludes labels.https://developers.arcgis.com/vector-tile-style-editor/3e1a00aeae81496587988075fe529f71/layersI believe Mapbox Studio can do this, too, but am unsure.
