My own work does not leave me much time to engage in drama, but, looking at it here and there on fedi today I see a lot of screenshots from kiwifarms, each with several or more "likes", displaying what I'd call hostile behavior. None of the users in the screenshots appear to have been banned. To this end, I am not sure how accurate your depiction of these being rogue agents is, and welcome anything you may have to show that. Regardless, I hope that you have the right of it and that in any case the matter is promptly put to rest. Nothing is so bad for communities as drama and gossip and antagonism.

We had a problem with people posting illegal shit earlier this year and we locked registration due to it so we could get rid of the egregious people without any joining. It's why I offered to be a mod, because before it was JUST matrix and he couldn't deal with the influx of glowies we were getting all by himself.
