I think the lack of institutional support does cause many women to be less willing to speak out (but it goes for men too), especially because when many do they get smeared as TERFs and bigots and then they get rape threats, some even arrested. A mother was swatted the other day by troons simply because she tweeted that she protected her teenage daughter from transitioning. It's not like troons and their allies can be reasoned with, these people are an unhinged cult who are willing to become violent to get their way so the fear isn't entirely irrational.
