It's a ploy to make westerners ignore the blood and soil practice of the whole country. The Koreans are racial purists who position the Kim dynasty as the platonic embodiment of Koreanness. Westerners don't realise Juche isn't a thing because they assume their Korean is just too poor or they haven't found the right material, but actually it doesn't exist. It was a fantastic book, strongly recommend, wish I could remember what it was called. The author lived in Korea for years and married a Korean woman, lectured at the university there about North Korea. His book was fairly controversial because he essentially claimed that every western perspective on North Korea was fundamentally stupid and wrong - I believe it. His analysis explains all of North Korea's actions clearly and rationally while western analysis has no capacity to explain or predict how North Korea will behave either internally or externally.
