Public executions are generally a risk to the death penalty. If there is even one martyr among hundreds if not thousands of executees then it will get unpopular all the same, and society might be rid of it's means of removing undesireables legally for many generations.Keeping the execution uneventful, sterile and behind locked doors doesn't eliminate the potential for martyrs completely, but it does reduce it.
