       @Godcast If you slow down to mulch your opponent by the thousands every week because the defenses they spent 8 years preparing are effectively only a speed bump, while your opponent engages only in civilian terror attacks because it doesn't have the means to engage in a single offensive operation against your actual military, it means you've "stalled out" and are losing.
