I am convinced that the most likely explanation for all of TtV is that it has been informed by military intelligence that gives them not classified information, but direction towards open source/commercially sourced data and the algorithms and computing power to process that data and reveal the truth.We are a few arrest warrants away from this being used as a part of 'evidence' that will be produced before a court, likely well more than one, in the very near future.
