Then they started studying "why." That started a process of slowly separating that group into more refined groups, e.g. schizophrenics, neurotics, etc. And lead to different treatments, the goal of which was to comport man towards industrialization. Another way to look at it is that the 18th century penal system was really a "retraining" system. That was it's primary focus. This is different than today where it's used to keep people out of society.
