The place has become a zombie city for tourists and unaffordable to live. The question is rather: will it help? About German restaurants: I am German and have never heard of it.        @grob true that, but it's still a restriction of space. usually only sites are restricted, not entire cities.the restaurant discussion has been ongoing. it's the whole "we do not find people who work at 9EUR an hour" vs. "food prices are way too high". now one restaurant started charging a moderate entry fee.
