If you mean "the ability to assign the correct sounds to select strings of characters" then the US is 99.9% literate from the most learned scholar to the ghettoest ass 65 IQ hood black. You start there of course, but you have to continue to refine it. Luckily the public school system is there with books like "To Kill a Mockingbird" and "Holes" and "The Kiterunner" to make sure you're primed for the appropriate propaganda with a 3rd grade reading level (at least when I was a kid. I think now they just loop Spiderman-Elsa videos all day.)
