@Moon It's not entirely legally defined, the DOJ has to write up the rules within 180 days. But...Certain parts kits given certain components will be be required to have serial numbers and will be needed to be transferred through an FFL as a firearm, even if they do not meet the prior ATF definitions of a firearm.Like maybe if the upper slide of a Glock build kit is provided, it will be classified as a firearm.

@Moon you can read about it here. It just says that 80% kits are no longer going to be available to people without getting a background check first and is considered a firearm and will require a serial number as well. I have built a few 80% kits and it was really fun to build your own handgun/ AR. I think the main issue I have with restricting gun rights through presidential executive order is that this is our constitutional rights they are restricting, and the executive branch isn't supposed to create laws limiting out constitutional rights. If we decide as a society that this gun stuff is not for us we need to go the proper route and make real laws. Also the ATF can decide that something you own is illegal by changing definitions and that is crazy since the ATF is full of unelected bureaucrats that have no obligation to the public.
