At this level, you're working with grain, grass, wind, and muscle as your primary movers. Could still be good in terms of health for the individual, return of local ingenuity wen comes to saving labor devices. 2) Partial rejuvenation. Caesar comes to the West, total cruelty to enemies, rivers of blood, yadda yadda. The supply lines are shored up, edge issues addressed (lack of hamburger for Amerifat, Doritos and Dew flow restored to big cities, Deshawntae back playing for Steeler football team), some semblance of prosperity returns. I see this as the most likely outcome, if the human capital in America specifically doesn't degrade that far. This outcome sees increased rate of use of fossil fuels as many pieces of road/rail infra fall apart, as peoples across the American continent become more insular. Mayb this is OK, we still have large reserves of natural gas and oil in far North of country- but we run into limitations with maintenance costs on system, as you mentioned.3) Alchemical revival- the turning of a leaden society into a golden one. This is the least likely, and best path. This is the path that leads eventually to colonies on Jupiter and a Dyson Sphere. Health and nutrition in food prioritized, big networks (grossery store network, pornography news network, agribusiness network) destroyed, education system entirely scrapped, widespread ethnic cleansing and consolidation, dominion over North American continent established, naval fleets reduced in size and scope, American world-island realized. Smaller tribes of men operate within larger national framework to achieve great and terrible things. I think an Austrian tried something similar to this. Ideally, this would b system that sees leapfrogging away from fossil fuel to higher-density and lower cost energy such as fission. Every man has his own personal zeppelin. Lack of energy is not exactly death of human spirit, but surplus energy give wiggle room, ability to experiment with different foodstuffs and chemicals, different method of transferring information and the like. Lower energy could mean 'poverty mudfarmer' or could mean 'noble yeoman' depending on the techniques available, and quality/potential of group in that situation.
