Vysia is a vast and very old empire. Located in the southeastern parts of the civilized world, it is primarily inhabited by humans and lizardfolk, though with the very open mindset towards immigration, many other races found themselves settling in the empire. A long time ago, the country suffered from a long-lasting shortage of cotton and other fabric. Since the government needed all textiles it could get in order to equip their soldiers for a campaign in the north, the supply wasn't enough to satisfy the demand of the general public. In order to save money, the population tried to avoid buying the expensive textiles as much as they could.

The easiest solution was to let the kids simply go naked as soon as they grew out of their old clothes. Together with the influx of less civilized races from the wildlands, which were not used to clothing anyway, it was soon common to see people walk around naked. Considering lizardfolk were already a large part of the population and didn't generally cover up their bodies either, it was not that big of a deal.

The general opinion at the time was that it had actually a lot of benefits to be unclothed, most notably that it was a lot cheaper, and it was easier to wash a body than to wash clothes. Many also saw it as a form of expressing natural beauty and innocence. At some point, it was even made mandatory to attend school or perform sports in the nude.

Now, this rule had been lifted again at some point, and the prices of textiles had normalised long since. But in the southern prefectures of the Empire, it had become part of the culture and tradition that the boys and girls spend their early lives perpetually nude, often not even owning any clothes before they hit puberty. :blobcatcoffee:
