It has existed as far back as the internet has been around, the same sort of noise existed on IRC and USENET decades ago. I personally think it makes one stronger by forcing a bit of thought and effort into things before you mash the submit button, and also makes cringe self-correcting.You either grow a thick skin to it, or if you're a big enough of a public figure, you learn to ruthlessly use the mute and filter options.
