Simple social pressure and a desire for cohesion amongst one’s own people create a system in which people are rewarded for adhering to societal norms and chastised for going against them. It’s done on a local level, no government involved. For example, in my neighborhood people know who they can go to for help with a load of hay, or who needs their driveway shoveled. The (literally two) people in the community who don’t participate in helping (and are total dicks) are not helped by the rest of us.
