You missed the point, and you ascribe too much logic and reality to their thinking. The lowest level soft bodies drafting policy don't believe it's impossible, because they have zero real experience. Those above them would prefer they get banned because it gives gov another control mechanism and felony fuel to burn people with. I'd say it's most likely that the tweet was someone trying to make a point and sound funny, but I wouldn't equivocally rule out it being some conscious, deliberate fedpost hoping some unstable retard decides to print one out and try it. It's written such that if anyone put it into action, the part wouldn't work, and if they somehow made it strong enough to derail, casualties would be limited while the train is in the tunnel. Probably bullshit, you'd probably have to cast some nice steel and maybe welding it to the track. They'd probably be better off torching the spikes and cutting plates where the sections of tracks meet so that the tracks don't butt up right.
