She skirts the line by saying "untill she does something wrong she's innocent" which is not what was really asked, what was asked is if there could be a problem. Eiki deflects and spins and even taunts reimu into watching over Clownpiece to stop her if she does something.   Eiki is being pretty slick here because everything she said was "true" but she pretty much helps Clownpiece stay under the shrine.
