the social spending plan probably unlocks a vote late next week on the bipartisan infrastructure package.10) There are environmental provisions in that bill which the President could tout in Glasgow. And, Mr. Biden could also trumpet environmental policies in the social spending agreement – even if the House and Senate haven’t voted on that bill yet.11) So, take various “announcements” over the next couple of days with a grain of salt. 🧂5/6
