       1) The Hitchhiker’s Guide to Where We Stand With the Social Spending BillWe to get some more specifics on the Democrats’ social spending plan expect either later today or perhaps over the weekend.2) However, whatever Democrats may drop as a “framework” is not exactly a “framework.” It is likely to be “pre-pre framework.” Kind of a placeholder because Democrats are rushing to get this signed off on and frozen in form in the coming days.1/2

       3) Keep in mind that House Speaker Nancy Pelosi (D-CA) and Senate Majority Leader Chuck Schumer (D-NY) held a press conference on September 23 to announce they had a “framework” – and it was anything but.4) To be fair, the state of play is MUCH further down the tracks compared to where Democrats were in late September. But it’s possible Democrats may release some sort of document later today or over the weekend which is billed as an “agreement” or “framework.”2/3

       5) However, Fox is told all the details are not quite worked out at that point. We will probably experience SEVERAL ANNOUNCEMENTS of a “deal” in the coming days.6) Once Democrats release whatever framework they have prepared, expect rank-and-file Democrats to take a bit of time to get familiar with it and accept it. Then, draft final bill text.7) In a perfect world, Democrats and the White House would like this all concluded by the end of next week. 3/4

That’s so President Biden can take an environmental victory or two with him to the climate summit in Scotland. That may be pushing things a bit.8) In fact, it’s probably a stretch, even if they had bill text now to advance the measure through the House and Senate by the end of next week. However, a general agreement with an aim to vote sometime in early November is the more likely scenario.9) That said, a final pact (note a vote, but an actual, universal, House-Senate agreement) on

the social spending plan probably unlocks a vote late next week on the bipartisan infrastructure package.10) There are environmental provisions in that bill which the President could tout in Glasgow. And, Mr. Biden could also trumpet environmental policies in the social spending agreement – even if the House and Senate haven’t voted on that bill yet.11) So, take various “announcements” over the next couple of days with a grain of salt. 🧂5/6

Dem negotiators now say they will miss a target of completing a framework agreement on a massive budget reconciliation package in large part because Sinema is throwing up a roadblock to raising corporate tax rates.D senators say this represents a major obstacle to paying for Biden’s HUMAN INFRASTRUCTURE package.Another significant problem is that Sinema is opposed to empowering Medicare to negotiate lower drug prices, according to senators briefed on the talks.7/7https://thehill.com/homenews/senate/577896-democrats-frustration-with-sinema-runs-high-amid-infrastructure-hold-ups

@SusanInVA I don't see how they get either Sinema or Manchin on board at this point, let alone both of them.

@SusanInVA Sleepy Joe and the thieving deomocrats don't care about the environment, the reason they push for it is because its unregulated and makes for an easy time of stealing U.S. Taxpayer monies. Every single thing that dementia riddled bullshit artist does is to further his cause of grifting as much $$$ as possible before they run his sorry ass out of there and into a retirement home.U.S Taxpayer money is the pot of gold at the end of the democratic grifting rainbow.
