It seems I took the Einstein letters regarding VSL in a different way, instead following the idea that light is slowed by gravity through gravitational compression which shortens wavelengths. If the rate is constant, then this would slow down the speed of light giving the effect of time dilation. It basically means VSL occurs when the envelope is bent so to speak while otherwise remaining constant.In reality, trying to measure the speed of light is relative to the frame of reference when any gravitational field is present. The speed of light measured on Earth would be biased towards the compression of Earth's gravity and would not solve the question. The only way to know is to measure it in the vacuum with no gravity fields, but that's after someone figures out how to do it. Technically, the Earth is part of the Saggitarius Galaxy, which is currently colliding with the Milky Way and each has their own gravitational fields. This implies there will always be a gravitic bias. So who knows? A guess is certainly better than nothing.
