So Signal seems to be back up. note how easily it was shut off.Briar did not go down during this, I'd suggest you all think about adopting Briar as an alternative secure messaging platform.https://briarproject.org/how-it-works/iOS users be damned.

@dever consider XMPP/Jabber. Decentralized, low footprint, and reasonably secure through OMEMO.

@dever Except that TOR has been severely compromised by the US intelligence... installing lots of fake nodes so that they can track traffic on entry and exit.

@andrath @deverXMPP is great but I don't know of any offline functionality without a server.Briar provides offline functionality as well as connected communication. Jami includes offline calls & file transfers.No one tool fits all.
