That’s the only thing it CAN mean (if he is to be back before that - and I don’t mean he’ll just be switched with them). Which also means an unseating is going to occur (perhaps before 2024). If an unseating occurs, Kamala Harris will never run for anything again because of it.I believe Trump. This is simply an extension of the belief.
