@Debradelai I'll throw this out - "and subject to the jurisdiction thereof" has been pretty much ignored. If simply being in the country qualifies then it makes the additional clause redundant.The definition has never been tested and is an important controversy that ultimately the courts will have to decide, and if it goes against the popular will may require an amendment to make it court proof.
