@LadyAnarki Because the government has a monopoly over that and it cannot be bypassed. It's not like in the case of money where you can leave the country with your piece of land. They can always send the police over to enforce the ownership.Now if - say - it would be the government itself to decide to use some blockchain to store property rights, they will most likely control that blockchain anyway (for various reasons), so it would be no different from just using a centralized database.

@LadyAnarki @ibz to me the other place where blockchain could be world changing is elections. Then again if governments actually wanted democracy then we would already have it.
