Basically made it hard enough that people couldn't just do it on a whim.

@Debradelai I remember my mother belonging to a union when she worked for GM. I think out of her 8 hour day, she worked maybe 2. The rest was sleeping under cardboard boxes, playing cards ti pass the time, etc. It was a highschool. Horrid. Very powerful unions in Australia. In NZ we did away with compulsory unionism a few years back. Still, some here hanker for the past and try it as difficult as possible if you prefer not to join up. When I was young, if you didn't want join the union you HAD to donate the equivalent union fee to a selected charity.
