       @Deiru Regarding marriage, this will basically prevent all trans people (who changed their documents) to be married to anybody at all.E.g. trans men will not be able to marry women under this new law as that would be "same-sex marriage". They cannot marry men now, for the same reason. And they cannot change their documents now if they were married to a man pre-transition (or they will have to divorce).

       @Deiru I don't think Mizulina had ICD-11 on her mind when she drafted the bill, and I did not see any indication of the opposite. And anyway I don't see how ICD-11 would have changed anything besides doctors not calling gender incongruence a disease.

       @Deiru I don't see how ICD-11 would have affected anything, the procedure to get HRT referral or approval for official ID change would not be affected by ICD-11 anyway.

       @Deiru But this language is confined to medical paperwork only, government never had to deal with it anyway.State asylums would continue to institutionalize people, ICD-11 or not.Isaev would continue to issue referrals to everybody he thinks won't cause trouble, ICD-11 or not.
