YES, the IG found that there was a factual predicate to justify the opening of the FBI investigation. BUT that DOESN'T mean the factual predicate is true. Remember - it was the CIA that created the factual predicate, not the FBI. Horowitz is saying that the 'facts' they used were sufficient, IF those facts were true. But as he doesn't have the power to look outside the FBI/DOJ, he can't conclude if the predicate was true or not. Durham will now show that the factual predicate was a LIE.

@REX now this report brought no charges just like the previous report brought no charges but the next report will be the one. It is delusional to think that any of these reports will bring charges. These people will not put the people they work with in jail.

@Itbj2 @REX even it is part of some grand plan, one can’t under-estimate enthusiasm and morale in a war. Continuing to under promise , continue to ask your side to be patient destroys a side’s morale. At some point, you have to throw a bone to your side to make sure they don’t lose hope. @redwhitebluedude @REX Yep, after reading so many threads from our dear Brian @drawandstrike I have learned not to have much faith in the cognitive power of many "followers" but it is pretty easy to research that this report was NEVER going to have a bunch of indictments strung on it like a Christmas tree and additionally, if someone IS getting indicted I am sure the wouldn't be announcing it now!

Look how right @REX is:- IG can only talk to people who are there as employees- Durham not limited to the FBI. Can talk to other agencies, can compel people to testify. - Durham can talk to a whole range of people, private parties, FOREIGN GOVERNMENTS.
