       @goldenarcher first is governments responsibility to make stringent laws.. Which indian governments and state governments haven't done.. Then it's courts responsibility who doesn't give severe punishment to the criminal but take ages to do anything.. Like Nirbhaya case in delhi.. Then comes Police responsibility!

       @goldenarcher yes laws should be stringent against the police. But laws in india are very weak and have lot of loopholes.. More than half of the politicians have criminal cases against them. If laws are strict how come they are outside or still becoming politicians!
