Twitter is a bubble, and politicians treat it the way they treated opinion polls 25 years ago. It costs less, it's always there, and it exploits the availability heuristic, even in cases where whoever the politician knows that Twitter is skewed. Bad information, even bad information that you know is bad, has a bigger influence on decisions than no information. Who's always yelling at everyone constantly on Twitter? It's just an unholy confluence of brain quirks and San Francisco.
