       Hawaii would be a natural front in the Sino-American War.  The might of the American Military Complex and Intelligence Apparatus would be in full force; there'd be a huge right-wing influence.But it'd still be multicultural as hell.  The largely-Continental war complex would be balanced by a LARGE Asian and Pacific Islander population.  There might be callbacks to Japanese internment, but there would be heavy friction.

       We also know that Hawaii was losing a large part of their trade; ships in Fallout 2 destined for Hawaii were sitting in their docks waiting on rationed fuel, while the much hullabaloo'd nuclear ships were few and far between thanks to nuclear energy being repurposed to service the automotive and powered armor industry.  So when the military ships stop bringing back booty, the island comes to a standstill.And then the Great War happens... And Hawaii is HOSED.
