At work I listen to Radio 4 streaming on the BBC iPlayer, and they go off air and get replaced by the BBC World Service at 8pm PST. Penises are allowed on terrestrial TV in the UK after 9pm, if they're not erect. Of course as most people with penises know, penises are not digital devices - they don't go from unwoken to fully engaged at the flip of a switch, as it were. So, how erect is Too Erect For TV? An objective measure was necessary! Thus, the Mull of Kintyre test - if the angle of the dangle was less obtuse than the silhouette of the Kintyre Peninsula, then that right there was a forbidden penis.
