Since the experimental switch did not operate 24/7/365, the test customers had two phones side by side, one for the ECO and a normal set for the existing crossbar switch. To place a call you'd pick up the ECO phone and listen for a dial tone, but if there was none you'd have to use the standard phone instead. (The tone ringer made it easy to tell which of the two phones was ringing on an incoming call.) The customer kept his/her existing phone number; the crossbar switch was set up in some way to forward calls to the ECO. It's noteworthy that the Touch-Tone project was well underway at Bell Labs and Western Electric during this period, but there's no indication of any attempt to include it in the Morris ECO trial.
