I hate writing this stuff.

Just run it. It creates RGTOPUSR.ASC in the misc directory.

If you run it "RGTOPUSR" it creates the default bulletin.
If you run it "RGTOPUSR 2" it creates a similar bulletin but with the 3-D
  effect being inverted.
