Toggling reset last read message via the INI file didn't work! Fixed.
Minor other changes.

Display list finished.
Stomped on bug that was passing same route name to QWK/BLUWAVE files
MsgDivisions work.??
There may still be a bug in user file save/load routines.
Local downloads can now be sent to a directory (see INI file).
Vacation downloads for users partially finished-code disabled.

Cleaned up display list but still not satisfied.

QWK code is enabled.
Support added for NETMAIL. See new entries in ini.file
Support added for InterNet Mail - new entries in ini.file - hint - if you don't
support internet gating, don't use the entries :)

User keys are partially implemented.
Display list now accurately reflects access to message area.
Overrides *seem* to be working.

Some assumptions: SYSOP can post in any area using ANY name.
                  If users have read access, they have write access, or
                  should this be split ?
