If the player steals from (or attempts too) steal from another
player the player killer protection rules will no longer apply
to the thief. However, there is no way short of a failed STEAL
attempt for another player to _know_ if you have stolen from
another player or not, so the risk is entirely on the person
who attempts to kill the thief as to whether the killer flag
rules are in effect or not. If a thief fails in an attempt
to steal, the target player is notified. If a thief fails in
an attempt to steal from an NPC, the NPC will attack immediately.
Stealing from a NPC does _NOT_ suspend the killer player rules.
If a thief attempts to STEAL from a player character the only
way for the thief to be re-protected by the killer flag rules
          is to die.
