-> I am seeing this Pop Up at the top of the page soon after I start looking at
-> a web page.

-> "Refresh the page for the changes to take effect."
-> with two buttons to the Right of the phrase that say:
-> [Refresh now]  [Refresh later]

-> I don't know if this is a "Feature" that Mozilla added recently to Firefox
-> or if its Malware on this XP pc box.

-> Is anyone else seeing this Pop Up?

Nope, try running FF with addons disabled in help tab and see if it goes
away.
