The WPS stores icon positions in an extended attribute of the containing folder -- either a file system folder (i.e. directory) or abstract folder (also a directory, but managed slightly differently). The name of the extended attribute is, unsurprisingly, .ICONPOS and its format is _undocumented_ in the OS/2 DTK. If you bump into a guy named Henk Kelder on the Internet, he might be able to tell you the layout.
