Thanks Al.  I confirmed that I have zip (even went and got info-zip), but 
seems like mutil isn't creating the actual packet file.  I watched the process
today and the pkt file wasn't created in the temputil folder (which is what 
Zip is looking for according to the logs).

I have my outbound mail ini set to ExportEchoMail = true and that's it.
