What exactly are you asking? Telnet is handled by IP address - if you don't know how those work I won't say don't setup a BBS, but I will say you should do some learning and engage with existing boards first as you need at least a passing familiarity with networking, port forwarding, firewalling, and nat or you're going to want to pull your hair out.
