Subj : Using Menucmd ('MW'...) in an MPL Script

As a menu option in startup.mpl Im using:
MenuCmd ('MW','/to:sysop /subj:Feedback');
to allow callers to send a message to the sysop. They are obviously not logged
in at the time of execution.  This worked in A43 but appears to be broken in
A45.  Is there a known change that disabled this functionality or is this a
bug?  I have looked through the update notes and see nothing that explains
the problem.
