Rather than wait to hear back from the test message I sent you, I decided to
set up a test here and I can see the issue.

Its unrealted to the SEEN-BY changes, it was related to some optimizations I
did before that.  I've backed out those optimizations for now and they're
showing up again.

I am going to update the prealphas now which will have the tosser it in with
the seen-by and this fix.
