Subj : ansimrd bug?

I have a custom ansimrd.ans file, and I see it when I log in with my account.

However, when a new user logs in, they are not seeing ansimrd.ans, they just 
see the generic reader.

Is this a new bug? Or did I mess something up on my own installation?
