This question makes no sense to me. Does the OP mean he wants to run a BBS from 
an iPad, or just that he wants a client? ‘Cause there are tons of telnet 
clients already in the App Store.

I’m not certain, but I think technically he wouldn’t. There are development 
environments for Win, Linux and Mac complete with emulators, but you’d 
probably still want an actually iPad/iPhone to test on before submitting it to 
the App Store.
