In Win32 I use the pcmicro.com stuff by Mike Ehlert - TelSrv and NetFOSS. 
GameSrv is also free.

I think the virtual modem "NetSerial" (which you have to pay for (at SysOp 
discounted rates)) has its own telnet server.
